About department

The mission of Planning Department is to ensure effective planning of military operations and coordinate Lithuanian Armed Forces and separate units' activity related to military operations.

Military operation is defined as military actions involving carrying out strategic, tactical or administrative military tasks
(missions) and exercises.

TASKS OF PLANNING DEPARTMENT J5:

• Prepare plans of military operations, participate in military operations command and support processes;
• Prepare the JHQ activity plans, coordinate Lithuanian Armed Forces and separate units' activity related to military operations;
• Coordinate participation of Lithuanian Armed Forces units in international military cooperation programs and projects according to the decisions of Strategic Command;
• Participate in organizing Lithuanian Armed Forces joint and international exercises;
• Participate in development of doctrines and field manuals for LAF joint forces, services and functional areas.

FUNCTIONS OF PLANNING DEPARTMENT J5:

• Organizing planning of military operations and updating of plans;
• Participating in military operations command and support processes;
• Organizing activity of Joint Operations Planning Group and Joint Activity Planning Group;
• Participating in evaluation of the course of operations and organizing updating of operational plans taking into consideration the Lessons Identified;
• Initiating and coordinating preparation of units for international operations;
• Participating in planning of financial resources for conduct of operations;
• Participating in (NATIONAL) planning process of NATO, EU and other international operations;
• Coordinating preparation of indentified units for conducting watch in NATO reaction forces, EU combat group and other international forces;
• Coordinating planning of military operations at subordinate headquarters;
• Preparing the JHQ short-term and long-term activity plans;
• Coordinating preparation and fulfillment of Lithuanian Armed Forces and separate units' activity plans related to military operations;
• Presenting reports on fulfilment of JHQ activity plan at the JHQ;
• Offering suggestions on use of Lithuanian Armed Forces capabilities in operations;
• Participating in organization of Lithuanian Armed Forces joint and international exercises;
• Representing the JHQ in preparation of bilateral, trilateral and multilateral cooperation plans;
• Planning international military cooperation of the JHQ and coordinating international military cooperation of units;
• Participating in development of chapters on planning process for doctrines and field manuals of LAF joint forces, services and functional areas;
• Organizing refinement and updating of standing operating procedures for operations and activity planning.
