TASKS OF J4 DEPARTMENT:

  • Plan and control logistic support and sustainment of operational forces in Lithuania and abroad;
  • Develop collective training requirements for units which carry out logistical functions of operational forces; develop qualification requirements for logistics specialists of operational forces and operational (logistical) requirements for supplies, stores (or their limitations) and services;
  • Plan and coordinate transportation and redeployment of operational forces, combat service support and services in military operations.

FUNCTIONS OF J4 DEPARTMENT: 

  • Proposing requirement of operational capabilities essential for conducting of operations;
  • Determining supply requirements for operational forces and controlling the forces supply for operations;
  • Participating in NATO, EU and coalition forces operational planning process in the field of logistics;
  • Participating in armament and equipment procurement planning process;
  • Participating in development and management of Military Operations Program budgetary request;
  • Participating in planning and management of Host Nation Support;
  • Planning and commanding provision of supply to operational forces during military operations;
  • Organizing planning and of control medical support for operations;
  • Coordinating activity of logistical support units assigned to its operational subordination;
  • Analysing implementation of whole lifetime cycle of all supplies or their systems used in operations;
  • Analysing maintenance situation and offering refinement suggestions considering the nature of military operations;
  • Offering suggestions on use and implementation of NATO and EU operational logistics standardization documents;
  • Participating, controlling and identifying requirement for representation of operational level logistics specialists at international military and non-military institutions;
  • Participating in identification of operational forces requirement in implementing NATO and EU standard agreements in the field of operational logistics;
  • Participating in preparation of operational forces combat service support plans;
  • Participating in rendering support to LAF units which are implementing pursued objectives and other international obligations as well as capabilities for national needs;
  • Participating in organizing development of Technical Agreements according to its field of competence;
  • Participating in provision of supplies and identifying supply priorities in military operations;
  • Coordinating transportation and redeployment of LAF units;
  • Participating in establishment of limitations to the stores of operational forces supplies;
  • Participating in establishment of operational requirements (limitations) for procurement of transportation and redeployment services;
  • Participating in defining operational requirements for supplies and services as well as their provision;
  • Participating in directing activities of national support elements assigned to its operational subordination;
  • Organizing identification of environmental support factors effect on the health condition and offering suggestions;
  • Participating in development of directive documents of the Chief of Defence and the JHQ annual activity plans;
  • Controlling provision of supplies for execution of peace time tasks;
  • Controlling execution of Joint Operations Program current year budget according to its field of competence;
  • Participating in offering suggestions (recommendations) for armament, equipment or systems procurement, modernization and writing-off;
  • Participating, controlling and offering suggestions on prioritization of armament and equipment procurement;
  • Controlling rendering of mission preparation support to military units;
  • Organizing military medical service representatives contribution to refinement of soldiers physical and psychological condition;
  • Planning and controlling transportation, redeployment and evacuation in the area of operation;
  • Controlling and offering suggestions on effective use of strategic air bridge and other common transportation capabilities established by NATO and other international agreements;
  • Planning and controlling transportation and redeployment in the area of operation including evacuation to Lithuania.

LOGISTICS PLANNING SECTION:

  • Participating in military operations planning process;
  • Participating in development of directive documents of the Chief of Defence and the JHQ annual activity plans;
  • Participating in development of Military Operations Program budgetary request;
  • Controlling execution of Joint Operations Program current year budget according to its field of competence;
  • Participating, controlling and offering suggestions on prioritization of armament and equipment procurement;
  • Participating in defining operational requirements for supplies and services as well as their provision;
  • Participating in planning LAF joint and international exercises;
  • Participating in development of chapters on logistical support for doctrines and field manuals of LAF joint forces, services and functional areas;
  • Offering suggestions on use and implementation of NATO and EU operational logistics standardization documents;
  • Participating in preparation of operational forces combat service support plans;
  • Participating in development of collective training requirements for units which carry out logistical functions;
  • Participating in development of Host Nation Support plans;
  • Participating in organizing development of Technical Agreements according to its field of competence;
  • Drafting orders of the Minister of National Defence on medical support for military operations, LAF joint and international exercises;
  • Participating in management of medical evacuation (medical aid) resources;
  • Participating in control and management of soldiers physical and psychological condition refinement;
  • Participating in determining qualification requirements for medical personnel;
  • Participating in determining requirements for medical support, first aid (medical evacuation) and provision with medical supplies;
  • Participating in determining requirements for medicaments and medical services;
  • Controlling implementation of preventive medicine in the areas of operations.

LOGISTICS CONTROL SECTION:

  • Representing the JHQ at the meetings of LOGFAS (SPM II), LOGREP working groups in international institutions at operational logistics level;
  • Participating in development of operational (logistical) requirements for supplies, stores (or their limitations) and services;
  • Participating in armament and equipment procurement planning process;
  • Participating in military operations planning and control process;
  • Participating and offering suggestions on implementation of rapid effect projects in the mission area;
  • Participating in supply management during military operations and identifying supply priorities;
  • Participating in directing activities of National Support Elements assigned to its operational subordination;
  • Controlling rendering of mission preparation support to military units;
  • Management of LOGREP SPM II (LOGFAS) logistical information using LogVIS, TAVVIS, TPRTAIS or other logistical budget planning systems.

MOVEMENT AND REDEPLOYMENT SECTION:

  • Representing the JHQ at LOGFAS (SPM II), LOGREP working groups meetings in international institutions at operational logistics level;
  • Participating in determining qualification requirements for operational forces transportation specialists;
  • Participating in development of collective training requirements for units which carry out logistical functions of operational forces;
  • Participating in development of operational requirements (limitations) for procurement of transportation and redeployment services;
  • Participating in identification of optimal transportation and redeployment routes (under operational necessity);
  • Planning transportation and redeployment as well as decision taking by the use of ADAMS,TPRTAIS;
  • Managing and controlling transportation and redeployment in the area of military operation including evacuation to Lithuania;
  • Development of movement plans for units participating in exercises and coordinating their implementation;
  • Controlling and offering suggestions on effective use of strategic air bridge and other common transportation capabilities established by NATO and other international agreements.
